What file is best for embroidery?

The artwork still needs embroidery digitizing, which converts the visual design into stitch types, directions, densities, underlay, trims, and color sequences.

What about PDF, EPS and AI files?
PDF, EPS and Adobe Illustrator files can contain vector artwork, raster artwork, or both. The extension alone does not prove that a file is vector. A low-resolution JPG placed inside a PDF is still a low-resolution raster image.
